Expanded question: I have an application written in Java that will run on either Tomcat or Jetty. I would like to move this to the cloud. I need to support 1,000 concurrent users. The application will connect to a SQL Server database that is housed in our own datacenter. When the response time for a given percentile of users drops below a certain threshold, I would like for new instances of the application to be spun up automatically without intervention and traffic load balanced equally between all currently running instances. ??I require easy to read/understand statements that indicate my consumption along with metrics indicating trends of usage patterns. In the general sense, as costs for servers goes down, I would like a provider to also pass along any savings. ??I require 99.95 service availability and for the instances to be located in the United States. Due to the nature of the application, I require US-based personnel for administration. I am looking to avoid providers who have moved support to countries such as India and Brazil.
